FAIRVIEW HEIGHTS, IL ( KTVI-FOX2now.com) - In the midst of calls in Illinois for an income tax hike, other cost cutting measures being proposed are staring to get attention. The additional bad news from Illinois Governor Pat Quinn is aimed at. every village, town, and city in the state. Fox 2's Charles Jaco took a look at what happens when the state doesn't pay its bills, and cities have to cut services and lay off workers.

Certain things flow downhill. Among them, budget problems. Illinois is supposed to share money from the state income tax with cities and towns. It isn't. And that means cities are now in deep trouble.
